Hello! There is a posh word for this: peri-orbital alopecia. This is not a diagnosis, but a descriptor for hair-loss surrounding the eyes.
Ringworm and mange are both common in younger dogs and you do not say on what basis you have ruled them out. Demodectic mange, for example, needs a specialist procedure called a skin-scrape in order to diagnose it; sarcoptic mange is diagnosed by skin-scrape too, but sometimes by treating with the relevant drug and monitoring the response. Other causes may include allergy, fleas and possibly certain auto-immune diseases. We would strongly advise seeing your vet and letting them carry out some tests.
