Hello! This may be a complication called a haematoma which although not normal and rather sore, is a relatively common complication of a castration. It happens when a blood vessel continues to bleed and the scrotum fills up with blood, causing dramatic bruising. The bleeding is often well contained because after filling the sac it may have nowhere else to go. There may also be additional thickening of the scrotum.
You should keep the patient calm and relatively still (ie not running or jumping) and call your vet now for advice. If your dog is otherwise okay, they might check the wound and prescribe some safe, appropriate pain relief (human pain meds aren't safe, so never give pain meds at home) and stop the area being licked. However, in extremis, clotting problems can show themselves this way at this time, so depending on the location in the world / situation, the vet may also decide to run more tests.
