Hello!  These white rings of peeled skin are often called epidermal collarettes, which are a feature of certain skin diseases and not a diagnosis.  They are often seen in bacterial skin infections, for example.  Where are you?  The medical culture in Britain is such that the pets' own vet is the one to come up with the most likely diagnoses (or a shortlist) and will discuss an appropriate treatment or diagnosis path from there.  In the case of bacterial or yeast disease or even ringworm (which carries public health concerns), it may pay to address the question of how this occured in the first place - there may be underlying factors.   Often, for the superficial skin, shampoo with appropriate active ingredients may be chosen over tablets.  Other possibilities here may include yeast infection and neoplasia (cancer) so it's well worth having the check.
