Hello- yes indeed a dog can have allergies to mould, but its not by a long way the most common cause of the signs you describe; correlation (things happening at the same time) is not the same as causation and it's a huge leap of logic to assume that thats what's causing your dogs' symptoms at the moment. Would the same staffy living in a parallel unierse, in the same house with no mould on the wall develop the same signs? It's extremely possible. Mould is significant to you because you are aware of it, but fleas, plants, other animals, food they pick up, food in their dish, something in the leaf-litter outside, etc could also be to blame for skin allergies. It's relatively unusual for skin allergies to cause runny eyes as a major symptom; sore eyes are often an indicator of an upper respiratory or local upset and there are many other different causes. Obviously its a good idea to get the mould looked at because it most certainly isn't good for dogs or humans, but it sounds as though your vet may need to have to do a lot of work to pinpoint the cause.
