Hello - if you look carefully at a flea, you can usually see it moving / climbing / jumping. They are brown insects. Just as people's chests are flattened slightly in a front to back direction, fleas are very flat, in a side to side direction. I cannot definitely see any fleas in this picture, although I am viewing in on a phone. Common causes of black dots include flea dirt (which comes loose easily, if you roll it across dampened tissue paper it leaves a browny red trail behind) or comodones, which are greasy plugs in the pores of inflames skin. I'd hazard a guess that your dog is a Westie; they are known for having reactive skin. In any case, it's worth showing this to a vet.
