Any advice for suspected laryngeal paralysis?

My 11 yr old male is suspected to have it, this is the video I sent the vet due to the whistling sound. He also nearly had a heat stroke at 830AM yesterday on a 5 minute walk. What's the pros and cons of the tie back surgery?   https://imgur.com/gallery/uDRnHvz

Hello- I havent watched the video - that is indeed your vets job - but I think there's a step missing between hearing a noise and tie-back surgery.   Why now, in an eleven year old?  Might there be some other underlying causes of the sound?  I think the next stage is to let your bet do some assessments and then they will talk over the available options.
