Hello! I'm afraid that I can't confirm or deny the presence of ear-mites from a photo. It is worth noting that ear mites sometimes cause inflamed ears but sometimes, inflamed or sore ears may lead to an increase in ear mites (most cats will have one or two harmless ear mites, but these may proliferate when the internal ear-climate changes). The presence of an inflamed ear and ear-mites together may therefore raise a chicken and egg question.
Your vet can help. If ear mites were seen, you and your vet might make a plan from here for diagnosis (ie to understand what is happening better in this particular ear and treat the underlying cause), or may elect to treat the symptoms. Ear diseases of many kinds are chronic, so recurrence is not unusual.
I hope that this helps.
