Hello - there is an easy way to tell a lump from a tick.  Ticks only latch on at one end of the tick - the head end.  You can slid a peice of paper between the tick's body and the dogs' body- the head end is the only place the lump attaches to the dog.  In this case, the lump appears to attach to the patient all the way across, like a rock the whole base of which is attached to the floor.  You can test this yourself and if I'm wrong, this may be a tick.  However, it looks like a lump.

So assuming a lump, I am concerned by its colour because melanomas can be that colour - and because of the place. Other possibilities may include a lump or cyst of the keratin (skin protein).  Your vet will want to look at the lump in situ before coming up with a plan of action.  Please do have your dog examined sooner rather than later.

The trouble with lumps is that, it's not the visual appearance thats most important in identifying them except in a few important cases; frequently, a biopsy is needed.  Your vet and their pathologist can come up with the best game plan for taking a sample if need be.  It is normal for skin lumps, including cancer, to be non painful.   I wonder if that is a new change to the skin colour / hair quality around the lump and if so, that could also be significant.
