Hello!  The answer is always the same with lumps-  that it's almost impossible to tell what they are without testing them.  However, your vet will be able to touch and assess this one in the flesh, to weight up the risks and likelihoods depending on the age, position, feel and circumstances.  Therefore they will be able to choose which method to apply first (biopsy, antibiotics, observation, scrapes, needle aspirate, removal) in order to identify it.

It is not uncommon for sinister lumps to be completely painless I'm afraid. Here are three excellent blogs that match your concerns for more information:  I'm afraid you might have to cope and paste them into the bar. https://vethelpdirect.com/vetblog/2014/07/24/ask-a-vet-online-my-10-year-old-dog-has-a-lump-not-sure-if-i-should-take-him-to-the-vet/ https://vethelpdirect.com/vetblog/2019/11/04/my-pet-has-a-lump-what-should-i-do/ https://vethelpdirect.com/vetblog/2020/11/21/what-happens-when-the-vets-removing-a-lump/

Hmmm... these links haven't come out very well.  If you type the word 'lump' into the search bar on the blog, you will find all three.
