Hello! As you are clearly aware, cats have three eyelids - top one, bottom one and a third sweeping across from the medial canthus (nose-side-corner) of the eye. On this picture, the third eyelid seems to be slightly more closed than is usual. If my understanding is correct, the nerve controlling that eyelid travels a little way through the face to get there and can be affected for example, by inflammation to the face, eg in minor (or major) respiratory conditions such as viruses affecting the nose / sinus. It can also be affected by other abnormalities of the brain or nerve, eg a lump interfering with the nerve's path, although the latter would usually be one-sided.  Two sided part closure meanwhile is a common sign in cats that aren't feeling 100%, but not very specific to one particular problem. If the eye closure is still apparent - even if no other changes are - it may be time to have your beautiful cat checked by your vet.
