Cruciate ligament surgery query

My 5 year old Bichon frise fell and has a limp. I took him to vet whom said he needed surgery for a cruciate ligament. One is half of the other in price. Does anyone have should I go with the cheaper option which is surgery without going through bone and putting a bandage type thing under skin or other is through bone or something. Has anyone tell me which is best?
