Hello and I'm sorry to hear that you are in this difficult situation. It sounds to me as though you need to discuss a full range of options with your vet and their prognostic and price implications, from avoiding surgery upwards. It may be that your decision from there might be based on available funds rather than anything else; how much, what benefit and whether additional drugs might be needed. Depending on where you are, there might also be funded PDSA or other charity treatment available to you. However, there is usually some financial cost implicated in veterinary care in the UK.
Your vet ought to talk through the options pragmatically, informing you of potential treatments and their previous success rates at that practise. Our blog has some good articles about both Luxating patella and the financial stressors of caring for pets, medically. I hope that you find what you need but otherwise, please return with questions.
