Hi my 3 year old Frenchie has a problem with her eyes. Her third eyelid covers half her eyeball. We have seen two different vets who have both confirmed it isn’t cherry eye and have tried antibiotic and steroid eye drops but are neither have helped. The latest vets were an eye specialist but they say they have never seen it before.

Hello - is Suzie the name of your Fr bulldog? I have a few concerns / explanations.
Your vet may have already ruled out Horners syndrome, a set of symptoms occuring together. These are ptosis ( slight drooping of the eyelid - difficult to spot when present on both sides), myosis (constricted pupil- I cant see on this picture), endopathlmos (eye slightly sunken back) and partial closure of the third eyelid. Horners syndrome can come about as a result of middle or inner ear disease, or damage to one of the facial nerves. Other reasons for facial nerve paralysis can include early tetanus, atrophy or damage to that nerve. Dehydration may also be involved.
Another reason for seeing partially closed third eyelids would be dry-eye; this can be ruled out with a tear test at your vets surgery.
Horners Syndrome can occur in multiple conditions and would be helpful to catch relatively early.
