Hello - I think you are referring to the forelimbs here, which may be rotated slightly outwards from the level of the wrist. If so, this is called carpal valgus, but I would look for it in person, in a dog that's standing straight, because what I can see may completley disappear. In general, there is something very hunched about this dog's posture - they almost look nervous, and it can be difficult to tell whether there is some abnormality (back pain? Perhaps rotation or avoiding weight-bearing on the forelimbs? Or simply a worried posture or lack of desire to lift tail up in the air?) Your vet can make this assessment better in person so we would certainly reccommend bringing the matter to their attention.
