Hello! I'm afraid that in Britain, this is definitely not appropriate although I have seen a black market for this. This worry is a) knowing it has been given correctly and b) knowing that the vaccine is in date and has been stored correctly and c) knowing that the patient is in a fit state to give an injection to and that pre existing signs of incubating infection and other illnesses have been ruled out.
Furthermore, there will be worming and at some point there is a compulsory microchip needed. A lot of vets tend to do packages now, to help to spread the cost, but the waiting time barrier is difficult.
Are the vets where you tried to book the appointment aware that you have a pup of a certain age that can't get out for socialisation?
Wishing you all the best meeting this need. I would suggest that vaccinations are worth travelling for.
