Hello! - what stage is this at with your vet? Having given an operation, your vet has some responsibilities towards post-op care and will usually be very keen to check the op-site for you. Your emergency vet (it's out of hours at the time of writing) should triage the case - that is, assess it with a view to seeing you immediately if need be, or otherwise sign-posting you to the right path. It's not routine to give antibiotics after a neuter here in the UK - were they prescribed afterwards, your vet having seen the site for a post-op check? Is some kind of infection known to be present?
The questions you're asking me are really ones for your vet, as they are in a position to feel the site and check your dogs' temperature etc. Sometimes, when something has been removed, there is a 'potential space' that fills up with fluid - either watery tissue fluid, or blood if there's a bleed under there (blood would normally manifest as bruising). However, you describe this swelling as hard. Another possibility may be a hernia, by which abdominal contents can pass into the scrotal sac. There are some risks of tortion associated with this, so your vets may prefer to assess it if that might be the case. An inflammatory reaction may be another possibility. In summary then, you should contact your vets or their emergency cover. Your pup will need to be assessed, I feel, for a diagnosis. We hope that you have a plan soon.
