In general with eyes, contact the vet as an emergency if you are seeing pain (rubbing / squinting / holding one more open than the other, holding both partially closed), redness, changes in the globe size, pupil size or shape, altered vision or abnormal discharge. They can change very quickly and the cause of rubbing becomes less important if the rubbing causes an ulcer and damages the vision.
From your description, the symptoms appear to be, swollen eyelids and a dark sticky discharge at the medial canthus, and sore patches on the ears, in particular where the skin folds round the cartilage towards the base. Possible causes might include parasites or infectious agents such as those involved in respiratory diseases such as cat flu, or else allergies or other chronic skin diseases.
I'm not sure which country or location you're in, but most UK vets are offering appointments at the moment and most will agree to triage (that is, where they ask questions to prioritize appointment slots) over the phone. We do recommend that you contact them in order that your cat is better assessed.
