Hello!  I wonder if that might be episcleritis.  However, one of the main differential diagnoses for episcleritis may be glaucoma, which is an emergency.  I would therefore recommend calling your emergency vets for triage - they will ask you a few questions and maybe you could send them this picture - and taking it from there.

NB:  differential diagnosis = vet-code for, 'another thing those symptoms could be'
