When to neuter/chemical castration

I have read a lot of conflicting information regarding the pros and cons of neutering. I have a 13 month old medium sized dog who is is full of hormones. He runs off given the chance and wants to hump all the dogs he encounters. I am thinking of chemical castration for him but am not sure whether it is detrimental to his development to do this during his adolescence. Is it better to wait until he reaches adulthood?
