My dogs scrotum has bumps

Hello,   I rescued a male Pitbull that has been neutered.  However, they left the skin (sack) and that sack is shriveled up and covered in bumps.  Any help is appreciate.  He is not in any pain and it doesn't seem to be bothering him.  Thank you     idea what this could be and is it something we can take care of at home?  Thank you

Hello!  - and thank you for this interesting picture.  It is normal in the UK to leave the scrotum (the skin bag around the testes) behind when we castrate a dog, simply removing the testicles through an incision to the normal hairy skin (which we shave) just in front of the scrotum.  The testes are pushed forwards (the dog is unconscious at this point) and the wound made over them in this new position.  The scrotum goes undamaged and in time, following the surgery, shrivvels to almost nothing of its own accord.   I therefore have some questions; are you in the UK or somewhere else, where different methods might be common?  How old is this wound (ie when was it done) and were you around to know that a simple castration was performed in this case?  Has it looked normal since the operation at any point?  It could, for example, be that the shape of the scar has been established for a while and the change that you are seeing now, is a skin change; perhaps demodex or yeast infection to the follicles or even a tumour.  You local vet will know the local method of castration and be able to establish whether they are looking at a surgical complication, skin disease, both or something else.  Having established the context, they might trial treat or biopsy.
