Hello - and thankyou for sending a picture.  One of the most typical kinds of lump to appear like this in a dog of this age, would be a histiocytoma or a 'strawberry lump.'  Histiocytomas are benign lumps that frequently disappear by themselves within twelve weeks.  However, there may be other possibilities that are less benign, so your vet may consider testing or removal, especially if the lump has been present for a while.  Some lesions appearing like this will be inflammatory to the extent that they itch and are sore, requiring pain relief.  Sometimes, when vets are trying to decide what to do with a lump that looks like a histiocytoma, they will take some cells using a needle and look at them under a microscope, in order to help to confirm the nature of the lump involved. This is known as 'cytology.'
