Hi - following your link, I can see that I have answered this question previously but let me see if I can give you some more information. The problems is that I can simply see a bloody, scabby area at the base of the hair here. I have known these turn out to be insect bites, foreign body reactions eg to splinters, cancers, englarged hair follicles (for all manner of reasons including follicular cysts or hyperkeratinisation) and so on - and all of these things can look at times look quite similar to one another. Common things are common and if such a lesion bears the appearance of something that would normally get better, vets will often try a superficial treatment to help it along or opt to wait for a while. However in this case the lesion sounds to be quite persistent, so there is a decision to be made; to biopsy or remove it in order to identify it, or not to? This is a decision to talk through with you vet, who will often come up with a list of differentials (things that it might still be) and then discuss the pros and cons of taking it further. Possibities may include atypical Ringworm for example, so it might be best to avoid touching the area / practise good hygeine while you decide.
