Hello! And no, not quite yet. But you do need to get it checked out.
The possibilities for lumps are, inflammatory (inflammation) or cancerous. Inflammatory lumps in general are more likely to itch, therefore be licked. Foreign bodies can sometimes cause them, such as grass seeds which are sharp and enter the flesh. Eosinophilic granuloma may be a possibility, although I can't remember seeing one looking like that on a paw.
Cancerous lumps can be malignant (spreading round the body sort) or benign. There is one kind called a histiocytoma that appears for a while and then disappears all on its own. Particularly if your dog is a youngster 1-3, this may be on the possibilities list.
However, you don't want to know what this lump 'might be'; you want to know what it is, so that your vet can lurch into action if they need to.
To do this, you may need a biopsy. In any case, it's definitely worth a vet visit to get it assessed.
