I just noticed this on my dogs foot. It doesn't appear to bother her too much, but I do find she will lick it until it bleeds, so I stop her from doing that. Any idea what it is or what I should do?

Hello - yes. A vet needs to see this; it could be cancerous (although there are non cancerous options also - it is impossible to know by looking at a photo). If it were to be cancer, big surgery may be a consideration so your vet should assess your girl as soon as possible.
