It can help to 'rinse' allergic dogs in water, or at least a footbath and wipe them with a cloth, after walks to remove any tiny pollen fragments etc that may be stuck to them. It's also worth keeping notes in a diary so that you can spot patterns, and telling your vet about it. If this is allergy, it is likely to be a long term condition and treatment has two facets: On one hand, avoiding or habituating to whatever sets them off and on the other, treating the 'itch' and any secondary problems, whenever they recurr.
A lot of 'old wives remedies' are sold to help itchy dogs, but few of them work.
Your vet may want to rule out other causes eg parasites first eg mites and fleas, because parasites are easy to rule out and a large proportion of allergies are thought to be to related to parasites.
