Hello - in this case I wouldnt reccommend it.  From here I am unable to see what is going on bur most eye cases are relatively urgent, to the extent that an emergency appointment might make a considerable difference to the outcome.  Furthermore, unless that is nerve damage then the eye looks as though it has the potential to be extremely painful.  Please do speak to your veterinary team to be triaged.  Some common household pain killers have the capacity to seriously harm cats so we would strongly reccommend taking your vets' advice before trying to help.
