Hi - what country are you in? Usually in Britain, when a first opinion vet decide that a dog needs a TPLO, they will know a good referral clinic that they recommend and will make a referral. The referral vet will then revisit the notes, decide for themselves what surgery is appropriate and go ahead. Some vets have an in house orthopaedic surgeon and do this for themselves. Your vet is definitely the best person to tell you about the referral practices locally and what will best suit your budget and dog.
