Hello!  I can think of a few possibilities for this, but even when viewing the eyes in person, a vet may need to do tests in order to rule some options in or out.  If the eyes were itchy or the patient was obviously rubbing, I would be wondering about eye pain and foreign bodies (these cases should be seen immediately) as well as fleas, allergies, sarcoptic mange or yeast infections.  Any of these can lead to dermatitis.  However, endocrine (hormonal) diseases sometimes lead to 'spectacle' hair-loss with no signs of itching as may some auto-immune diseases.  Demodex is a common culprit;  it's a small mite that doesn't appear to itch, but causes the hair to fall out.  Fungal diseases such as Ringworm can also be implicated, as can Leishmaniasis.  We would recommend showing any one of these problems to your vet, in order that the can prescribe the correct treatment specific to the case.
