We noticed this on my dog just a couple days ago. He is 22 months old and not neutered. Any thoughts?

Hello - causes might include a developmental / positioning difference, demodex, an enlarged / swollen hair follicle in a vulnerable place, a cyst, cancer (malignant or benign), insect bite or other trauma.  This is worth a vet-check - was castration the plan?  If so, and if samples are needed, there may be a possibility of both being done together.
