Free Vet Treatment for operation if on benefits

My 1 year old Boston Terrier has luxating patella and probably needs an operation. My vets quoted £3.800, my insurance is for only £1.000, im on benefits and there's no possibility I can afford it. Is there help available,  im worried  about the cist
